Midtown Tunnel

Expansion of a transit thoroughfare in Virginia, reducing congestion and improving daily commutes.

For this project, Weeks constructed the addition of two new road lanes to the existing two-lane tunnel that runs beneath the Elizabeth River, connecting Norfolk to Portsmouth, Virginia. This work included the rehabilitation of another existing downtown tunnel and the joining of the I264 highway to the Midtown tunnel by constructing an interconnecting segment. This new segment is called the Martin Luther King Expressway and provides a high-volume connection between these two transportation arteries in the region.

Working within the structure of a public private partnership, Weeks was hired by Elizabeth River Constructors (ERC), the allotted concessionaire from the private sector, as a member of a joint venture called SKW, hired to be the design builder. The team was comprised of Skanska, Civil Southeast, Kiewit and Weeks, with WSP brought on to design the project. Weeks was focused primarily on the marine aspect of the project, specifically putting in the new tunnel, while also assisting with the remediation of the downtown tunnel and providing support for the construction of the Martin Luther King Expressway.
